After an extensive consultation with the building’s engineers and a RFP (request for proposals) that attracted six bids, the building has awarded a contract for the replacement of the roof. Work will commence this summer and should be done by fall. The new roof surface will reflect more light than the current surface, thus reducing the air conditioning needs of the 29th floor, and should last twenty-five or more years.
Despite the overwhelming popularity among residents of the concept of putting up a roof deck as an amenity for residents, the board has concluded that it is infeasible.
The board had commissioned a committee of shareholders to examine the possibility and consider operating policies and rules and regulations for such a deck, along with evaluating potential designs.
In parallel, we sought professional advice in the area of engineering and design as well as legal issues associated with offering such an amenity to residents.
While our building, because of its age, is grandfathered from having to comply with the requirements of the federal Americans with Disabilities Act (ADA), New York City imposes a stricter accessibility regime.
In order to comply with these requirements we would have had to extend at least one elevator to the roof. While our engineering advisers told us that it would be feasible to extend an elevator to the roof, the capital expenditure to do so would have been five or six times the otherwise modest cost of constructing the roof deck. In view of these costs, and the disruptive construction work required, the board decided to abandon the roof deck concept.
The carpets installed in the modernized elevators will be replaced at the expense of the carpet supplier, which had supplied material that was not the correct grade for service in an elevator. New carpets will be installed in the near future.
The new bathroom in the West laundry room is complete. As a consequence, the building again has two operational bathrooms in the basement, one in each laundry room. The board had determined to restore access to two bathrooms in view of the increased use of the basement attendant on the addition of the Community Room and Gym amenities.
